According to the EN ISO/IEC 17065, this service allows certification activities in accordance with the Technical Specifications for Interoperability (TSIs) on the subsystems of

AEGIS Certification is a Certification Body accredited by ENAC (No. 238/C-PR418) to conduct certification activities for both new and/or modified Interoperability Components or Subsystems.

According to the RIR2011, this service allows certification activities in accordance with the National Technical Specifications Notices (NTSNs) on the subsystems of

  • Rolling Stock (LOC&PAS).
  • Control-Command and Signaling (CCS).
  • Energy (ENE),
  • Infrastructure (INF).
  • Noise (NOI).
  • Persons with Reduced Mobility (PRM).
  • Safety in Railway Tunnels (SRT).

Services such as ApBo are applicable to vehicles and infrastructure, both new and/or subject to modifications. Included in this certification is that of Interoperability Components.

The AEGIS team has extensive experience in all types of projects, offering the client guidance on the process to follow throughout the evaluation, the most appropriate conformity assessment modules for the scope and objective of the project, as well as the content of the Technical File that must accompany the subsystem or component under evaluation, prior to its placing on the market.

DESIGNATED BODY (DEBO), UK & Spain


AEGIS Certification can act as DeBo in the UK and Spain, as the entity in charge of carrying out the process of evaluation and verification of conformity of railway subsystems, according to the National Notified Technical Rules of the United Kingdom / Spain (Rolling Stock and Control-Command and Signalling subsystems). National regulations establish the technical requirements to be met by the different railway subsystems in each country. Sometimes, these regulations can be complemented by provisions contained in the Technical Specifications for Interoperability (TSIs) for Spain and the NTSNs in UK. Conformity assessment and verification is a necessary process for the putting into service of systems and/or subsystems, whether they are new or significantly modified.

Services provided:

  • Issuance of conformity evaluation and verification report, for the applicable phases of the project life cycle (complete project and/or modifications of existing projects), in accordance with current national regulations.
  • Issuance of Certificate of Conformity in accordance with national standards.

ASSESSMENT BODY (ASBO)

In the European Union, Regulation 402/2013 and its subsequent amendment, Regulation 2015/1136/UE, regarding the Common Safety Methods for Risk Evaluation and Assessment (CSM-REA), establish a common framework for the assessment and demonstration os safety, following the provisions of EU Directive 2016/796. Similarly, in the UK the ROGS requirements regulate the use of 402/2013 (amended EU Exit) Regulations 2019 (S.I. 2019/837)

Any system subject to significant changes that affect safety, wheter technical, operational or organizational, must have an evaluation that guarantees correct risk management and control.

AEGIS Certification carries out evaluation activities in the European Union, under its competency as Inspection Entity accredited by ENAC with accreditation No. 569/EI867 in accordance with ISO/IEC 17020:2012, for the railway subsystems Rolling Stock, Control Command and Signalling and Safe Integration, and in the United Kingdom under its condition of accreditation by UKAS with Accreditation No. 10221 for all railway subsystems, in order to guarantee the correct application of the risk management process established in the CSM-REA, as well as the adequacy of its results, in order to achieve an established level of safety.

Services provided:

  • Issuance of Safety Assessment Report (AsBo SAR), according to Regulation 402/2013 and Regulation EU/2015/1136 or according to 402/2013 (modified EU Exit) Regulations 2019 (S.I. 2019/837).

THIRD PARTY EVALUATION

AEGIS Certification has a team of assessors with the knowledge and technical experience necessary to carry out various third-party activities, including:

  • Conformity Assessment with respect to different standards and regulations
  • Carrying out audits and inspections to verify compliance with different standards.
  • Review of technical documentation.

CERTIFICATION OF RAILWAY PRODUCTS

In the UK market, AEGIS Certification is able to perform rail product certification services. This activity allows the approval of products according to EN17065:2012 & RIS-2700-RST, or according to other standards and/or equivalent specifications, according to the specific request of the client. Product certification includes the review and verification of the adequacy of the organisation’s Quality Management System, guaranteeing that it is suitable for the specific purpose for which it is intended.

The activity carried out by AEGIS Certification requires the review of the design, as well as the verification of the execution and the results obtained in the tests and type tests. To carry out these activities, a team with extensive experience is required.

AEGIS Certification assessors have the appropriate knowledge and experience gained from decades of independent certification of Quality Management Systems and products for the rail industry.

PLANT ASSESSMENT BODY

In the UK market, under the auspices of the accreditation according to BS EN ISO/IEC 17065:2012 & RIS-1710-PLT, AEGIS Certification carries out inspection activities of all types of auxiliary machines, in accordance with RIS-1710-PLT (Railway Industry Standard for the Engineering Certification of Railborne Plant and the Assessment of Non Railborne Plant.

The AEGIS Certification team evaluates and certifies all types of auxiliary machines both On Track Plants (OTP) and On Track Machines (OTM) under the aforementioned standard.

AEGIS Certification is the leading provider of this service in the UK, and has been involved in a large number of projects, supporting the needs of different manufacturers and engineering companies, including: Allan J Hargreaves Plant Engineers Ltd, Fitzgerald Plant Services Ltd, Rexquote, Rail Products UK Ltd and SRS Sjölanders AB

INDEPENDENT SAFETY ASSESSMENT (ISA)


The CENELEC regulations for the railway sector (mainly EN 50126-1, EN 50126-2, EN 50128 and EN 50129) establish the standards to be met to guarantee the safety of the railway system. The Independent Safety Assessment (ISA) is a necessary process for products and subsystems, both new and those that have undergone significant changes, which may affect their level of safety or that of their interfaces.

AEGIS Certification is an Inspection Entity, accredited by ENAC with accreditation No. 569/EI867 in accordance with ISO/IEC 17020:2012, for carrying out Independent Safety Assessments, in accordance with CENELEC regulations, of the Rolling Stock railway subsystems, Command Control and Signaling and Safe Integration.

Services provided:

  • Creation of the Independent Safety Assessment Report in accordance with CENELEC standards (EN 50126-1, EN 50126-2, EN 50128 y EN 50129).
  • Issuance of ISA certificate, with respect to the applicable CENELEC regulations.

INDEPENDENT SAFETY ASSESSMENT (CMREA), CANADA ONLY

The Canadian Method for Risk Evaluation and Assessment (CMREA) has been introduced to enhance the safety assurance practices for projects that are introducing changes to the railway in Canada. Based on the European CSM approach, this methodology mandates a phased approach to safety assurance from clear definition of the scope of boundaries of the system being risk assessed, through hazard assessment and the definition of safety requirements and their implementation.

Where the change is judged to be significant under the criteria defined in the CMREA, the safety process and its conclusions must be reviewed by an accredited Independent Safety Assessor.

AEGIS Certification, with an local office in Toronto, is accredited by the Standards Council of Canada (SCC) as an ISA (SCC file number 06047) to carry out such assessments against the CMREA (CSA R114) and the CENELEC standards EN 50126, 50128 and 50129.

Training

The AEGIS training offering has a training program of more than 30 training modules, divided into five different areas of specialisation. The content of the training is based on the experience acquired by AEGIS gained from the participation of its experts in many projects worldwide.
